A written statement, either manually or electronically given by an authorized official to travel to the territory of Indonesia and become the basis for granting a residence permit is known as a visa of the Republic of Indonesia. Foreigners entering Indonesia must have a valid visa unless otherwise stipulated under the Immigration Law or international treaties.
In general, there are 4 types of Indonesian visas regulated in the legislation:
- Diplomatic Visa
According to the Immigration Law, a diplomatic visa is granted to foreigners with diplomatic passports and other passports to enter Indonesia to perform diplomatic duties. Diplomatic visas are also granted to foreigners and their family members based on international treaties, the principle of reciprocity, and respect.
According to Minister of Foreign Affairs Regulation 8/2024, a diplomatic visa is a written statement given by an authorized official at the representative of the Republic of Indonesia or at another place determined by the Government of the Republic of Indonesia which contains approval for foreigners to travel to Indonesian territory and is the basis for granting a residence permit to carry out diplomatic duties.
- Service Visa
A service visa is a visa granted to foreigners with a service passport or other passport who will travel to Indonesia to carry out the government or international organization’s non-diplomatic official duties. Service visas are also granted to foreigners and their family members based on international treaties, the principle of reciprocity, and respect for official duties.
According to Minister of Foreign Affairs Regulation 8/2024, a service visa is a written statement given by an authorized official at the representative of the Republic of Indonesia or at another place stipulated by the Government of the Republic of Indonesia which contains approval for Foreigners to travel to the Indonesian Territory and becomes the basis for a residence permit to perform official duties that are not diplomatic.
The Minister of Foreign Affairs is responsible for granting diplomatic visas and service visas, which are issued by foreign service officials at the Representative of the Republic of Indonesia.
- Limited Stay Visa
A limited-stay visa granted to foreigners is divided into two:
- As clergy, experts, workers, researchers, students, investors, second homes, and their families, as well as foreigners legally married to Indonesian citizens (also known as “WNI”) who will visit Indonesia for a limited period; or
- To cooperate on ships, floating devices, or installations located in the archipelagic waters, territorial sea, continental shelf, or Exclusive Economic Zone of Indonesia.
The second home limited stay visa category letter is intended for foreigners and their family members to stay in Indonesia for 5 to 10 years after fulfilling certain requirements.
- Visit Visa
Foreigners who receive a visit visa can travel to Indonesia for government, education, tourism, investment, business, family, journalism, or a stopover in another country.
According to the regulation of the Minister of Law and Human Rights, nationals of certain designated countries may also receive a visit visa upon their arrival at an immigration checkpoint by an immigration official, other than for the reasons already described.
This visit visa is divided into two types, namely a one-trip visit visa and a multiple-trip visit visa:
- Single Trip Visit Visa
This type of visa is granted to foreigners for a period of 60 or 180 days from the date of entry and is used for tourism, family, travel to other countries, business, meetings, purchase of goods, medical treatment, government duties, and other activities found in Article 13 paragraph (1) of MOL 22/2023.
An application for a Visa on Arrival can be submitted by foreigners who are citizens of a country, the government of a special administrative region of a country, or certain entities that are subject to a visit visa upon their arrival. This application is submitted to a designated immigration official at an immigration checkpoint or other place that is not an immigration checkpoint but serves as an immigration checkpoint with the approval of the Director General upon arrival.
- Multiple Trip Visit Visa
Foreigners can receive multiple-trip visit visas for tourism, family, travel to other countries, business, meetings, purchase of goods, medical treatment, pre-investment, film, audit, control, or inspection of Indonesian company branches, arts and culture, or non-commercial sports.
For multiple-visit visas, foreigners can only receive a visa for their first trip for 60 days, 180 days, 1 year, 2 years, or 5 years.
