Indonesian National Standards are standards that apply throughout the Unitary State of the Republic of Indonesia and are made by the National Standardization Agency. Meanwhile, BSN is a non-ministerial government agency that handles standardization and conformity assessment.
In general, SNI can be applied to:
- Goods that are traded or circulated;
- Services that are provided;
- Processes or systems that are carried out; and/or
- Personnel involved in certain activities.
There are two types of SNI implementation, namely voluntary SNI and mandatory SNI. SNI must be stipulated through regulations made by ministers, heads of non-ministerial government agencies, or ministers in accordance with their respective authorities. Business actors are required to have an SNI certificate, as per Article 25 paragraph (1) of Government Regulation 34/2018, namely:
The mandatory implementation of SNI is done by the minister and/or the head of a non-ministerial government institution by considering:
- Safety, security, health, and preservation of environmental functions;
- The competitiveness of national producers and fair business competition;
- The ability and readiness of the national business world;
- The readiness of the infrastructure of the Conformity Assessment Institution (“LPK”);
- Culture, customs, or traditions based on local wisdom; and/or
- Other national interests in accordance with the provisions of laws and regulations.
SNI is required for products that are produced, manufactured, and imported. Companies that do this must also attach the SNI mark to goods, packaging, or labels that will be sold or distributed throughout Indonesia. This also applies to services that have an SNI certificate.
SNI is now required for some iron and steel products, such as sheets, plates, and hot-rolled coils. However, since the Minister of Industry Regulation 35/2019 was issued, some items on the list are no longer required to have SNI under several conditions. Referring to Article 1 paragraph (1) of the Minister of Industry Regulation 35/2019, the exceptions to the mandatory SNI for iron and steel products are as follows:
- Concrete reinforcing steel;
- Profile steel;
- Hot-rolled steel sheets, plates and coils (BJP);
- Zinc-coated sheet steel;
- Cold-rolled steel sheets and coils (Bj.D);
- Aluminum-zinc alloy coated sheet and coil steel (Bj.L As)
- General purpose steel bars (BjKU);
- Prestressed concrete steel wire for concrete construction purposes;
- Threaded pipe connectors of black labeled cast iron;
- Steel wire rope and steel wire rope for oil and gas;
- Waterworks steel pipes with or without zinc coating;
- One-burner LPG fuel gas stove with lighter system;
- Two and three-burner type low pressure gas stoves;
- Cables as stipulated in Minister of Industry Regulation 84/2014.
The exception to the mandatory implementation of SNI is implemented against the business owner:
- Producer Import Identification Number (“API-P”) which is carried out without technical considerations;
- General Import Identification Number (“API-U”) which is carried out based on technical considerations.
In the case of technical considerations, the Director General of Industrial Development issues a letter stipulating that products with the same harmonized system number do not need to follow the provisions of SNI for technical reasons or special needs.
