A warehouse is an immovable room that is closed or open with a special purpose to store goods that can be traded and not for one’s own needs, according to the provisions of Article 1 point 41 of PP 29/2021. Types of warehouses consist of closed warehouses and open warehouses. Closed warehouses consist of:
- Class A closed warehouse, with criteria:
- An area of 100 m2 to 1,000 m2; and/or
- Storage capacity between 360 m3 and 3,600 m3.
- Class B enclosed warehouse, with the following criteria:
- Area above 1,000 m2 up to 2,500 m2; and/or
- Storage capacity above 3,600 m3 up to 9,000 m3.
- Class C closed warehouse, with the following criteria:
- Area above 2,500 m2; and/or
- Storage capacity above 9,000 m3.
- Class D enclosed warehouse, with the following criteria:
- Silo or tank-shaped warehouse; and/or
- Storage capacity of at least 762 m3 or 400 tons
Meanwhile, an open warehouse has a criteria of at least 1,000 m2.
WAREHOUSE REGISTRATION MARK (TDG) REQUIREMENTS
To have a TDG (Warehouse Registration Mark) from the Minister of Trade, every warehouse owner must register a warehouse. TDG is proof of warehouse registration given to the warehouse owner. The Minister of Trade grants the authority to issue TDG to the Governor of DKI Jakarta for DKI Jakarta Province, regents/mayors, and can be delegated to the head of the one-stop integrated service unit.
The issuance of TDG is carried out electronically by the head of the one-stop integrated service unit, which is integrated with the system of ministries and non-ministerial government agencies and submits a copy of TDG to the minister and the head of the agency in charge of trade. TDG is a Business License to Support Business Activities (also known as PB-UMKU), so the application is made through the OSS RBA system.
TDG application requirements:
- Proof of payment of pnbp;
- Warehouse address and coordinates;
- Documentation of the front, right side, left side, back, and inside of the warehouse;
- TDG technical data form.
There are some warehouses that are not included in the warehouse registration rules, including:
- Warehouses located in bonded stockpiles;
- Warehouses supervised by the directorate general in charge of customs; and
- Warehouses located in retail or retail businesses used to store retail merchandise or warehouses located at production sites.
